Top floor. Free. The Esker Foundation on 9th Ave SW has had a few years to settle in with its curator. The art is very reliably knock-you-socks off quality contemporary--often Canadian and touring cross country. On those rare times that it is hard to love the art, there's a very consoling grocery-cafe on the main floor.
