There is tons of hiking in this area, and it provides great views of the city. (Plus it isn't as tough a climb as Camelback.)
This is free to the public. There are great hiking trails and views from the top. Try and arrive an hour before sunset as the parking areas fill up fast to see the sunset.
The only mountain around Phoenix where you can drive to the summit. The sunsets are fantastic.

“We love PAM! A mix of old and new. Check-out the monthly exhibitions and featured artists. Don’t forget the beautiful cafe, with an assortment of seasonal fare and a full bar. Sit out on the patio and relax with a glass of Prosecco on the perfectly manicured grounds and lawn art. Instant cool.”

“Absolute best spot on a mountain to view the Phoenix Valley. Be aware, although it is a short hike, the trek can be rather steep in some areas. Moderate-high difficulty level. Very popular hike in the city so hike out early if you'd prefer to avoid crowds.”

“For a peaceful walk with beautiful scenery I’ve been here several times. And during part of the warmer times of the year there are so many butterflies to be seen nearby. Around the Christmas holidays they normally have live music Christmas lights and my favorite was the hot apple cider drinks.”
