台灣總督府鑒於高雄市中心逐漸從哈瑪星東移，乃將高雄市役所遷至榮町，並鳩工新築辦公廳舍。該辦公廳舍由清水組（大野米次郎）設計監造，為一帝冠樣式建築，昭和13年（1938年）動工，昭和14年（1939年）完工落成。1945年，中華民國接收臺灣，該建築續由高雄市政府使用。
民國81年（1992年）1月18日，高雄市政府搬遷至苓雅區四維三路2號之「合署辦公大樓」（即今之高雄市政府四維行政中心），舊市府建築正式功成身退，最後一位在此辦公的市長為吳敦義。為保存高雄市相關歷史資料，高雄市政府在市府舊址籌備「高雄市立歷史博物館」，於民國87年（1998年）10月25日開館，成為台灣第一座由地方政府經營的歷史博物館。
