It is the building of the Swiss Parliament - you can visit it free of charge (but only when there are no sessions) by booking a day or two in advance (phone numbers in the link https://www.parlament.ch/de/services/besuch-im-parlamentsgebaeude/fuehrungen-durchs-parlamentsgebaeude). The tour could be in English, German, French and Italian. As English tours are fewer you can still join a German or French-speaking group though it is really interesting to listen to the guide when explaining the political system in Switzerland.
