The park opened on June 20, 1988 and was created out of land owned by the Santa Monica Mountains Conservancy. Before becoming a park, the land was known as Roberts Ranch and, from 1961 to 1973, hosted a space research facility. In 2003, a Chumash grave site was discovered within the park

With 1.5 miles of beach, the parkland stretches into the Santa Monica Mountains. The park has expanded into Ventura County and also includes management of County Line Beach. California State Route 1 runs through the park, where it intersects with the western terminus of the Mulholland Highway. The 2,513-acre park was established in 1953. It is named for actor and conservationist Leo Carrillo, who served on the State Parks commission.
